Carol Blair, CEO

Carol Blair is the owner of Carol Blair and Associates Inc. where she specializes in projects dealing with public/population health, home care, continuing care, supportive living and governance. She also works in the municipal government and related service sectors focusing on governance and operations.

Carol received her Bachelor of Science in Nursing degree with distinction, including the Gold Medal, from the University of Alberta. She also completed the Executive Development Program for Senior Health Administrators from the Banff School of Management, the Management Development Certificate Program, with distinction, from the University of Alberta. She is a member of the Canadian Public Health Association, including the Alberta Branch and an Associate member of the College and Association of Registered Nurses of Alberta.

A professional with 20 years of consulting experience, Carol has been engaged in a variety of projects addressing strategic and program planning initiatives at the federal, provincial and regional levels, program and organizational/operational reviews, strategic planning and management, program evaluations, performance management, business process improvement, board/Council governance and interfaces with management. Prior to her consulting career, she held positions as Manager of a provincial Coordinated Home Care Program and Chief Executive Officer of a public health region.

Dominika Warchol, Consultant

Dominika Warchol’s key focus is in strategic and operational planning, specifically business process design, business process improvement and statistical modeling for operations. She also specializes in projects dealing with municipal protection services, public/population health, home care and continuing care.

Dominika obtained her Bachelor of Commerce degree in Statistical Modeling with distinction from the University of Alberta, School of Business. Additionally, Dominika holds an EPIC Ambulatory certification and a Green Belt in Lean Six Sigma.
